Surcharge applies to eligible credit only. Not on debit or cash.
Regular price posted. Discount applied for cash tender.
Illustrative examples. Specific line items, rates, and disclosures vary by program and provider.
Two approaches. One important difference.
While both programs assist merchants in managing payment acceptance costs on Clover, their pricing mechanics, card network rules, and checkout experiences are fundamentally different.
What is the difference between surcharging and cash discounting? A surcharge adds an additional fee at checkout to eligible credit card transactions above the regular posted price, whereas a cash discount establishes a regular posted price and provides a discount when a customer pays with cash. Legally and under card brand operating rules, adding a checkout fee does not become a cash discount simply by calling it one.
Direct definition: Surcharging on Clover adds an itemized fee to eligible credit card transactions to help offset processing costs. The regular price remains posted on shelves and menus, and the surcharge fee is added only when an eligible credit card is presented at checkout.
All shelf tags, menus, and price lists display the standard regular price. No dual-pricing display is required on physical shelves.
A distinct, clearly labeled surcharge fee is added to the subtotal only when an eligible credit card is used. The fee is itemized on the Clover screen and customer receipt before final payment.
A customer paying with an eligible credit card. Customers paying with debit cards (with or without PIN) or cash are never charged this fee.
Card brand registration, compliant entrance and checkout point-of-entry signage, rate cap compliance (cannot exceed actual cost of acceptance), and technical support with your Clover merchant provider.
| Dimension | Surcharging | Cash Discounting |
|---|---|---|
| Posted Shelf Price | Standard regular price posted on all goods and services. | Regular price posted (or dual pricing where clearly disclosed). |
| Eligible Transactions | Eligible credit cards only. Never debit cards or cash. | Cash payments (and check/qualifying tender if configured). |
| Checkout Presentation | A separate fee is added to eligible credit card transactions. | A discount is deducted from the posted price when paying cash. |
| Debit Card Impact | Debit cards cannot be surcharged by rule, even if run as credit. | Debit cards pay the standard posted regular price (no discount). |
| Clover Implementation | Configured through merchant provider surcharge settings and receipts. | Configured via Clover Cash Discount tools or provider application. |
| Customer Transparency | Requires point-of-entry and point-of-sale disclosure signage. | Requires clear signage explaining that cash payments receive a discount. |
| Fee Re-labeling Rule | Fee cannot exceed actual cost of card acceptance or brand caps. | Adding an extra fee at checkout cannot simply be labeled a discount. |

Can debit card payments be surcharged?
Direct answer: No. Under Visa and Mastercard card brand operating rules, as well as U.S. federal regulations (including the Durbin Amendment to the Dodd-Frank Act), merchants are strictly prohibited from adding a surcharge to debit cards or prepaid cards, regardless of whether the transaction is authenticated with a PIN or run as "credit" without a PIN.
This distinction is crucial for Clover merchants evaluating their checkout strategy. If a merchant's volume consists predominantly of debit card transactions (common in grocery, quick-service dining, and convenience retail), credit card surcharging will only apply to a fraction of overall transactions.
Clover's compliant surcharging architecture is programmed to inspect the Bank Identification Number (BIN) of the card presented to verify card type before applying any surcharge fee. If a debit card is detected, the fee is automatically suppressed to ensure complete card network compliance.
Start with your setup—not a random fee setting.
There is no universal one-click button that works for every Clover account. Setting up compliant pricing requires coordinating your merchant provider, equipment configuration, and customer notifications.
Review your account
Identify your processing provider, current rate structure, and specific Clover equipment (Station, Mini, Flex, or Solo). Different backend processors support different program types.
Compare your options
Evaluate which approach fits your transaction volume, customer demographics, and local competitive market. Neither program should be enabled without understanding how debit is treated.
Confirm the requirements
Review network notification requirements, register signage, shelf display pricing, and itemized receipt compliance with your payment provider before changing any settings.
Configure and test
Work with your provider to configure your Clover register software properly. Run test transactions across cash, debit cards, and credit cards to ensure accurate math and itemization.
What should a business confirm before changing its Clover setup?
Before adjusting your payment acceptance model, review these essential operational factors with your payment provider.
Your current processing statement
Examine your effective rate, card brand assessment fees, and monthly fixed charges to see where your actual costs lie.
Your mix of payment types
Surcharges only apply to eligible credit cards. If your customer base primarily pays with debit, surcharging will not address those transactions.
Your provider and Clover setup
Clover software capabilities vary based on your merchant service provider, firmware version, and active Clover App Market subscriptions.
Your business location
State laws, jurisdiction guidelines, and local merchant regulations may dictate specific disclosure rules or restrictions for credit card surcharging.
How prices are displayed
Consider whether updating your menu boards, price tags, and register displays for a cash discount fits your physical business flow.
How the change will be explained to customers
Customer perception is critical. Clear, polite staff communication and compliant printed notices make transitions smooth and professional.
